MPLAD (Member Of Parliament Local Area Development Scheme)
Introduced in 1993, the Member of Parliament Local Area Development Scheme (MPLAD) allows MPs to undertake development works in their constituency. Under the scheme, each MP has the right to suggest to the District Collector works to the tune of Rs.5 Crores per annum to be taken up in their constituency.
During the term of the 15th Lok Sabha the MPLAD scheme was administered in Mathura with high levels of transparency. In particular, the open tendering process whereby a large number of registered contractors competed for a single work resulted in several cases, a lower than estimated cost of creation of asset. Some tenders were awarded to those who bid as much as 25% below the department’s estimated cost. Direct monitoring by the Shri Jayant Chaudhary through site visits and coordinating with the district official in the District Vigilance and Monitoring Committee meant that asset durability and quality was not compromised.
The MPLAD recommendations by the MP have been apportioned in a balanced manner to all the Vidhan Sabha segments, and so that all segments of society are the beneficiaries. While a major portion of the MPLAD funds have been spent on upgrading the inter and intra village roads, drinking water projects including boring, construction of water tanks, pipelines and Reverse Osmosis (R.O.) filteration plants are a focus area. Innovative projects like the Ambulance Vehicle (with lift facility) for transportation of sick cattle and animals to the Pandit Deen Dayal Upadhyay Veterinary University, solar lighting in villages, and at the Yamuna Ghats in Mathura city have also been completed.
